Ten questions to ask before buying off-plan property abroad
A practical checklist for international investors considering an off-plan development project, from ownership rights to payment protection.
Buying a home before it is built can give access to new developments at an early stage, but it also means relying on promises about the future. Whatever the country, these ten questions help you understand what you are buying and who carries which risk.
1. Can I legally own this property?
Foreign ownership rules differ widely. Some countries allow freehold ownership only in designated zones; others limit the share of a building that foreigners may own, or allow only long leases. Ask which form of ownership applies to you and get it confirmed in writing.
2. Who is the developer, and what have they delivered?
Look for completed projects you can visit, and check whether they were delivered on time and to the promised specification.
3. Is the project registered and approved?
Ask for the project's registration or permit details with the relevant authority, and whether all building approvals are in place.
4. How are my payments protected?
In many markets, off-plan payments must be paid into a regulated escrow account and released as construction progresses. Ask how your money is held and what happens if the project is delayed or cancelled.
5. What exactly is included in the price?
Clarify what the advertised price covers, and which fees, taxes, registration costs and service charges come on top.
6. What is the payment plan?
Understand how much is due at booking, during construction and at handover, and in which currency.
7. What is the expected completion date, and what if it slips?
Ask what the contract says about delays and whether any compensation applies.
8. What will the finished unit include?
Request the specification, floor plan and finishing schedule for your specific unit, not just the show apartment.
9. What are the running costs?
Service charges, maintenance, management fees and local property taxes all affect the real return.
10. Can I resell before completion?
Some contracts restrict or charge for assignment before handover. Ask early if flexibility matters to you.

Read the full contract, keep copies of every document and take independent legal advice in the country where you are buying. A reputable developer will welcome these questions.
